Special Issues of SCI Indexed International Journals
The International Journal of Uncertainty, Fuzziness and Knowledge-based Systems and the International Journal of World Wide Web, have both agreed to launch special issues for ICMLC/ICWAPR 2012. The titles of the special issues are “Uncertainty in Extreme Learning Machine” and “Intelligent Web Information System and Learning in Environments”. Both journals are SCI indexed.
High quality ICMLC and ICWAPR papers will be recommended for publication in these special issues, subject to further review decision. However, these two special issues will not be limited to papers accepted by ICMLC/ICWAPR 2012. The General Chairs Xizhao Wang, Yuanyan Tang and Daniel Yeung will serve as guest editors for these special issues

Introduction
Over the years, the International Conference on Machine Learning and Cybernetics (ICMLC) has emerged as the leading international gathering of people from academia and industry in the field of Machine Learning and Cybernetics. Likewise, the International Conference on Wavelet Analysis and Pattern Recognition (ICWAPR) is an outstanding research event emphasizing a unique synergy between the area of pattern recognition and wavelet analysis.
These two conferences are brought together offering a unique venue where researchers and practitioners from around the world gather together to interact, to inform, and to inspire. Leading world-class researchers, including leaders from IEEE, especially the IEEE Systems, Man, and Cybernetics Society, will serve as tutorial, keynote, and panel speakers. The attendees will have many opportunities to network and to discuss their research with these prominent researchers. The conference will provides a high quality venue for the broad dissemination of significant research results and innovative practices through conference presentations and published proceedings. In addition, authors will be provided with the unique opportunity of further dissemination of their work via journal and monograph publications. The genuine landmarks of the conferences which will appeal to young researchers will include: Lotfi Zadeh Best Paper Award and Best Student Conference Paper. The series of tutorials, keynote speeches, panel discussions will significantly augment research experience of the participants.
Authors are invited to submit original papers that contain significant research results, development work, and innovative practices. The joint conference will be held in the city of Xian.

- Selected papers will be recommended for publication in International Journal of Wavelets, Multiresolution and Information Processing (SCI Indexed)
